Symptoms
On : 12.4.0.8.0 version, Production Support-SET
When attempting to ALIQ the CL account, the following error occurs.

AC-DEF04 : Fcy entry needs non 0 fcy amt and exch rate
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book a CL a/c with settlement account having -ve balance.
2. Execute ALIQ job.
3. Check the liquidation status.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot liquidate the dues automatically.
