Some of cases did not follow up workflow in PMF (Doc ID 2647136.1)

Symptoms

Whenever that batch gets completed, the cases are generated and all of them get shown on the UI, however,
many of them are in the process of getting assigned to a workflow as instances of PMF.
If we open such cases, they don't follow the workflow as they are yet to be assigned to the workflow in the backend process.
