On : 14.2.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
System is allowing to run EOD before completion of BOD for the day.

EXPECTED BEHAVIOR
-----------------------
System should validate if run EOD before completion of BOD for the day.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process EOD for current date.
2. Once the date changes to next working day
3. Run EOD for this day before BOD.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot process EOD properly.
