System Is Not Considering Exchange Rate For Dual Auth Maintenance in Templates (Doc ID 2653631.1)

ACTUAL BEHAVIOR
---------------
Template::System is not considering Exchange rate for Dual Authorization maintenance

While booking a template having maintenance (threshold Currency and amt) for Dual Authorization, system is not updating amount if currency is other than USD, hence exchange rate is not working and not converting amt to USD equivalent

Threshold Currency is maintained-: USD
Threshold Amount -500
Dual Authorization Enabled

Standard Exchange Rate - EUR -USD  : Maintained -2
System is only considering the absolute amount while routing for Verifier Approval.

Please note this issue is occurring for both Book transfer and Outgoing Cross border Template


EXPECTED BEHAVIOR
-----------------------
System should convert it to equivalent amount using the standard rate and then verify the threshold amount and should enable the Verifier check.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to PBDOTTML screen
3. Book template with amount 490 and ccy as EUR
4. save and auth it
5. Verify option is not coming as well as amount is not converting to USD equivalent

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot verify the transaction.
