User is unable to search with template ID in Outbound Cross Border Payments Transaction Summary (PXSOTONL)

No values in the LOV TEMPLATE_ID in PXSOTONL screen


STEPS TO SIMULATE
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to PXSOTONL screen
2. Open LOV TEMPLATE_ID
3. Check the result set in LOV ID
