User Un-able to authorization the Loan contract failed during of Bill Liquidation
ERROR:

BC-OL-004 -- Loan creation/liquidation has failed.Bill cannot be authorized
STEPS:
---------
The issue can be reproduced at will with the following steps:
1. Login to Screen(BCDTRONL)
2.then query the contract(BHQBC01192551501)
3.user trying to Authorize the contract
4.Click on Authorize
5.system throw" BC-OL-004 -- Loan creation/liquidation has failed.Bill cannot be authorized"
