Repo Deal creation from External Source fails with Unhandled Exception (Doc ID 2662076.1)

Symptoms

When attempting to create Repo deal through web service , after changing the post upload status of the External Source as 'Put on Hold'
the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Query the source maintenance for the Source Code in "Upload source preferences maintenance screen"
2. Unlock and change the post upload status from Unauthorized to Put on Hold
3. Book a Repo deal through web service request from external Source and verify if the deal is successfully created

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Repo Deals created through web service are created as Unauthorized, and pending in EOD leading to financial impact.
