OFSAA/ECM/KYC BD Processing Batch failing with multiple "Connection reset by peer"

We are facing this issue when executing the ECM/KYC BD Processing Batch:
[Thu Apr 23 10:36:21 EDT 2020]~[ERROR]~[NA] [NA] Error while initializing ApplicationResources.
