Arabic Alert Content Is Not Formatted In RTL Direction in Alert Maintenance (Doc ID 2663086.1)

Symptoms

When attempting to set the Arabic text direction from right to left, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into application.
2. Navigate to Alert Maintenance.
3. Select Module Name -> User Management, Event Name -> reset credentials.
4. Select Recipient Type -> Party User -> Customer.
5. Select Locale -> Arabic.
6. Write email subject and content with keeping the text direction from right to left.
7. Attempt to submit.
