Mandatory User Id And Checker Id Are Not Populated In Sanction Xml For Overnight EU Queue (Doc ID 2663137.1)

ACTUAL BEHAVIOR
---------------
Maker ID and Checker ID are not populated in the request sanction xml.

EXPECTED BEHAVIOR
-----------------------
Maker ID and Checker ID should be populated in the request sanction xml.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Inject a MT103 outgoing payment via SPS service such that address line 3 is missing in payee and payer address details on 23-Apr-2020.
2) The payment moves into EU payer queue on 23-Apr-2020.
3) The payment remains in EU payer queue overnight.
4) User repairs the payment next day on 24-Apr-2020 by overwriting the payment details.
5) The payment lands into SC queue.
6) Verify the sanction request xml, the mandatory fields userid and authorizerid are not populated in the request.

The issue has the following business impact:
Due to this issue, Maker ID and Checker ID are not populated in the request sanction xml.
