KYC 807 - Accelerated Review Issue (Doc ID 2663792.1)

Customer is facing some issue with accelerated review rules in KYC 807.
Customer followed the below steps:
The first number of times, the customer risk score was calculated as 95, but, every day a case got generated. My undertanding is that since the new score is within risk tolerance, no case would be created (promote to case score 76 or higher, risk tolerance set to 50).
Then, the score changed from 95 to 42 (because a rule based parameter was no longer met). The change in risk score here is 53, but this assessment with score 42 got auto-closed. The next day, for the following 10 days or so until now, this customer got again assessed because of accelerated rule and every time score is 42 and every time the assessment was promoted to case.
We suspected a bug in function F_CLOSURE_UPDATES but it seems to be ok. Assessment gets closed when risk score difference is less than risk tolerance.

Customer wants to know why the assessments promoted to case and why is the accelerated rule triggered every day, when no data changes
