MT700 WITH FIELD 42P UPLOAD IS FAILING WHILE PASSED VIA STRAIGHT THROUGH PROCESSING

Symptoms
On : 12.3 version, Production Support-SET
When attempting to upload MT700 with field 42P, the following error occurs.
ERROR

ORA-06502: PL/SQL: numeric or value error: character string buffer too small
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Fire a MT700 with field 42p to FCUBS. Ensure that length of 42p is around 130 chars.
2. Run STP Job.
3. Check the process status of the message.

The issue has the following business impact:
Due to this issue, users cannot process MT700 and book LC accordingly.
