Newly Created User is Unable to Login If Wizard Steps are Not Completed Through Same Channel. (Doc ID 2665200.1)

New user starts to perform wizard steps in one channel say Mobile Banking and leaves the wizard incomplete. Later when he attempts to login into the another channel say Internet Banking (or vice versa), the following error occurs:

You have left the login wizard incomplete when you logged in from another channel. Kindly log into the same channel and complete the login wizard first.

The issue can be reproduced at will with the following steps:

1. Create an user from admin application and enable for Mobile Banking, Internet Banking, Browser Banking etc.
2. Login using newly created user from Mobile Banking and don't complete wizard flow.
3. Login into Internet Banking application.
4. Check the Error.
