Application entry web service elements field length should be in sync with the database fields

STEPS

The issue can be reproduced at will with the following steps:

1. Board a new application using application entry web service

2. Verify system should have boarded the application successfully

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot board the new applications through web service
