Payment Amount Calculation Not Happening When Application Created Through Web service with Auto credit bureau pull indicator is enabled (Doc ID 2666057.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Payment amount is not getting calculated as expected when the JSON request has Auto credit bureau pull indicator is enabled. JSON response displays the payment amount as the requested amount. In Decision tab we can see the application is being created through web service but the payment amount is same as requested amount.

EXPECTED BEHAVIOR
-----------------------
System should calculate the payment amount when the application is processed through web service.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an application through JSON request through web service to calculate the decision payment amount.Auto credit bureau pull indicator is enabled
2. Check the JSON response for the Payent amount
3. Check the payment amount in Decision tab

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process application through web service with auto credit bureau pull indicator .
