Symptoms

ACTUAL BEHAVIOR
---------------
In soft token application asks for PIN if all existing users are removed from the application. After entering the PIN user is provided with blank dashboard, as no user is added.

EXPECTED BEHAVIOR
-----------------------
Instead of prompting for PIN, user should be asked to navigate through soft token application registration flow.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Lunch Application.
2. Register with one user.
3. Then set the pin and continue.
4. Then remove user (if only one register case).
5. Again open the application.
6. Observe that user is prompted to enter the PIN.
7. Add the pin and click okay.
8. Observe that user is landed on blank dashboard.
