While liquidating a bill in BCDTRONL, we are getting following errors when we visit settlement tab:
1) Record Event Sequence Number- cannot be Added to ST-AMND-004
2) Invalid Value for Field Reference Number ST-VALS-013

The issue can be reproduced at will with the following steps:
1. Visit BCDTRONL and liquidate the bill
