Transactions Are Routed To EU Payer When Addr Line3 Is Missing (Doc ID 2667178.1)

Transactions are routed to EU Payer when Address Line 3 is missing

It has been noticed that when address Line 3 is missing , transactions are routed to EU Payer queue where as per the Functional Document if any of the address is present, then system should proceed further instead of routing to Eu Payer Queue.

System should not validate all 3 address lines , even if the one address line is present it should consider as valid and proceed further

Following is from the Functional Document:

When Missing information check is required for address, by default the validation is required for all lines of address as available in the transaction. If any line in address is having value, it will be considered as availability of data

System should proceed with further processing

The issue can be reproduced at will with the following steps:
1. Perform Book Transfer through Rest Service
2. Address 3 should be blank
3. Check the transaction is routed to EU Queue or not

The issue has the following business impact:
Due to this issue, users cannot process transaction
