Issue In Billing Batch Job - Due Amount and Asset Billing Definition Fee(FOTH) Amount are not in Sync (Doc ID 2668213.1)

Issue in Billing Batch Job - Due amount and Asset Billing Rate Definition Fee(FOTH) amount are not in sync.

Bill due amount should get added with the Asset Billing Rate Defined Fee (FOTH) amount.

Steps to reproduce:
1. Ran the billing batch job, Account 'X' got picked up.
2. Account 'X' has only FLC, FNSF and FOTH5 as balances in account_balances table.
3. Due to values in Asset fields and Rate table, ABR_CODE = SVC_RATE is selected for posting FOTH transactions on the account.
4. SVC_RATE has 3 transaction configured to be posted: FOTH5 (Txn Amt = 81 for e.g.), FOTH3 (Txn Amt = 101 for e.g.), FOTH2(Txn amt = 121 for e.g.).
5. System tries to post all the 3 txn above on the account, but only FOTH5 is posted (because account does not have FOTH3 and FOTH2 balance)
6. So, FOTH5 is posted (txn amt = 81) and FOTH5_BILL is posted (txn Amt = 81).
7. However, Transaction DDT is posted with txn amt = 81+81 = 162. This is an issue. Txn amt of DDT should be 81.
8. Also, ACC_DUE_AMT1 is populated with 81+121. This is an issue. ACC_DUE_AMT1 should be populated with 81.
