Customer Service Checklist Tab in User Interface are editable after completion (Doc ID 2668366.1)

Checklist sub tab under customer service tab in UI are editable after completion.

Original defect description:

When a checklist is completed the associate can still make edits, once checklist are completed it should not be editable. New Checklist for the same type should be able to be added or opened.

Result: Loss of controls and functionality impacts.

System should not allow to modify/edit the checklist tab under customer service once the data saved. User can add additional checklist as new checklist.

The issue can be reproduced at will with the following steps:
1. Create a account and enter the check list tab details and complete.
2. System should not allow to edit once complete.

The issue has the following business impact:
Due to this issue, users cannot lock the editing of checklist after completing the check list.
