Duplicate TD Accounts getting created (Doc ID 2669344.1)

Symptoms

On : 11.2 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
System is generating duplicate TD Account number for the same customer.

EXPECTED BEHAVIOR
-----------------------
System shouldn't generate the duplicate TD Account number.
Duplicate TD accounts are created when transaction branch is different for eg from branch 001 the teller is creating a TD account in branch 002, the account number was generated starting with 001, ideally it should be transaction branch not the current branch.
