Manual Status Change for Accounts of a new branch is not getting saved in STDSTMNT screen (Doc ID 2669786.1)

Symptoms

ACTUAL BEHAVIOR
---------------
User is not able to remove no debit flag from a reported account

EXPECTED BEHAVIOR
-----------------------
Bank wants to remove the No Debit flag for an account to allow Debit transactions to be posted

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Choose an account currently marked for No Debit
2. Visit Manual status change screen STDSTMNT and Click on New
3. Remove No Debit and save

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform manual status change to remove No Debit for an account impacting customer requirement of debiting from account

Changes

 New branch is created and accounts belonging to that branch is facing the Issue in performing Manual Status Change
