Access Denied Error When Checker Approve Internal Payee (Doc ID 2669802.1)

Symptoms

When attempting to approve internal payee details ,
the following error occurs.

ERROR
-----------------------
Access Denied. User does not permission to perform this action.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with corporate checker user
2. In dashboard click on Pending for Approvals
3. Select Non financial in drop down > Payee Biller
