Security Question and Change Password in Security Setting does not Work For User After First Time Log In (Doc ID 2669808.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Security question and Change Password under Security Setting showing blank screen.

EXPECTED BEHAVIOR
-----------------------
Change password and Security question page should be visible to user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1:Create new user corporate/retail.
2:Complete first time login flow(Accept terms condition/change password /set up security question etc...).
3:You now log in with the user (Don't do anything).
4:Open security setting.
5:Click change password shows page blank.
6:Click security setting shows blank page.
