Symptoms

ACTUAL BEHAVIOR
---------------
Authorizer unable to view the records for authorizing the bulk file after enabling OTP.

EXPECTED BEHAVIOR
-----------------------
Authorizer should be able to see the records in "Pending for approval" division.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with maker user initiate any bulk upload.
2. Then after completing of bulk upload through maker user login through checker user
3. But in the pending for approval division of the dashboard there is no record for authrozation.
