ACTUAL BEHAVIOR

The characters ‘-‘ (minus sign) and ‘:’ (semicolon sign) are allowed to be used in FIN messages (SWIFTX character set), but must not be present at the beginning of a line, because SWIFT rejects those messages (NAK).
