Limit Check Modules are not populating

Symptoms
When Admin User is attempting to "System Rules" , the following error occurs.
ERROR

"'Ensure to define limit package for consolidated touch points under each entity.'"
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1-Login as admin
2-Go to System Rules and select Retail user
3-Enable Limits Check
4-OBDX throws an error
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
1. Admin User is not able to set System Rules for Retail Users.
