User Upload Functionality Not Working With NONE value for Review Request Supervisor Code (Doc ID 2674555.1)

Symptoms

ACTUAL BEHAVIOR
---------------

Bulk upload of users data feature is not working when user passes review request supervisor code as 'NONE' in the upload file. 


EXPECTED BEHAVIOR
-----------------------
system should create an User with supervisor code as NONE.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Check System parameter CMN_FILE_PROCESS_TO_CLOB should be enabled.

2. Copy bulk data file for upload in \scratch\ofsll_home\input\

3. Go to process files\incoming process file

4. Select the bulk data file and select upload to process the file - Check the status as uploaded

5. Run the batch job SET-IFP -  IUUPRC_BJ_100_01. To process the file

6. Verify the batch job results in system monitor screen.

7. Go to process files\incoming process file. Check the status as uploaded for bulk data file from the status uploaded

8. Go to user definition and check the supervisor code for the users uploaded. Value for supervisor will be NONE

Due to this issue, not able to process the bulk upload of users with supervisor code as NONE
