On : 14.3.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
System should not allow same user to perform authorize record who performed Cancel operation on a record.

EXPECTED BEHAVIOR
-----------------------
System should validate the maker and checker id of the record for Authorize operation.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Select any Un-generated message status record from PMSOUTBR.
2) Cancel the payment using a user.
3) Authorize the payment using same user.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, same users can authorize the record who has Cancelled the transaction
