Symptoms

ACTUAL BEHAVIOR
---------------
User-created and modified, without the phone number.

EXPECTED BEHAVIOR
-----------------------
While creating and modifying a user phone number should mandatory.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into an application with admin user.
2. Create a user. (User Management-Create User)
3. Keep phone number field empty and user is created.
4. Modify a user (User Management- Modify User).
5. Phone number field is NULL and user is modified.
