Length Validation Is Not Happening Of Field 47 Of MT700 (Doc ID 2677793.1)

Symptoms

On : 11.6 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
We observed that for field 47, system is not validating the permissible length of 6500 characters and allows up-to 9750 and gets truncated.

EXPECTED BEHAVIOR
-----------------------
For Field 47, System should throw an override messages if the length is over 6500 characters saying that the other characters will get truncated

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an LC contract
2. Enter the field 47A for MT700 message above 6500 characters


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot determine if we can enter more than 6500 characters
