System Cannot Process Request Error While Issuing Domestic Demand Draft (Doc ID 2677857.1)

When attempting to issue domestic/adhoc demand draft,
the following error occurs.

System cannot process request,Please try later.

The issue can be reproduced at will with the following steps:
1. Login with retail user
2. Toggle menu --> Payments -->Payments & Transfer --> Issue Demand Drafts
3. Select domestic draft payee
4. Enter amount, select account, enter comments and click on Issue
5. On verification page, click on confirm --> Message is displayed "System cannot process request"
