In Patchset 18.3.4.0.0, User Facing System Can not Process The Request Error In Applying New Debit Card (Doc ID 2678443.1)

Symptoms

After applying the 18.3.4.0.0 patchset bank is getting below error while applying for new debit card .

System can not process the request

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with retail user
2. Go to Account-->savings and current
3. Click on debit card--> Apply for new debit card
4. Fill up all the details and click on submit
5. then click on confirm it throws above error

Changes

 After applying the 18.3.4.0.0 patchset,user is facing this issue.
