Transaction Reference Number Is Blank In PMDBATBR Level Post First ECA Request/response (Doc ID 2678970.1)

On : 14.3.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
Transaction Reference Number field is blank in PMDBATBR level post first ECA request and response.

Actual Result : 'Transaction Reference Number' is blank for Network cutoff queue entry.


EXPECTED BEHAVIOR
-----------------------
'Transaction Reference Number' should be updated for all the record.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Process Pain.001 IACH transaction.
2. Transaction will move to ECA queue and Sanction Queue.
3. Make sure Network Cutoff time is breached in PMDACHDS.
4. On Sanction approval Transaction will move to network cutoff queue.
5. Check the transaction Reference Number details in PMDBATBR screen under 'View console queue action log'

Due to this issue, users cannot Transaction Reference number is not visible
