Why does chatbot ask for OTP when user is not available in the system for the provided mobile number?

User is trying the Balance inquiry service in the chatbot, When user enters the random mobile number with which no user available in the system, Still bot is asking to Enter the OTP message on the screen.

Simulation Steps

Step 1: Type Balance in the chatbot
Step 2: Bot will ask to enter the Mobile Number
Step 3: Enter the Random Mobile number with which no user available on the system
Step 4: Its will ask to enter the OTP sent on Mobile numbers message on screen

Why does it not show an error message stating "No such User available"?
