ACTUAL BEHAVIOR

Locale 'ar' value is not passing in the request in chatbot
When users try to chat in any other language apart from English in chat bot(ODA), Respective response of the message should pick form respective language properties file.
For Example :
when user type ' Help me' in Arabic then Help me option need to pick from chatbot_ar.properties file but not from chatbot.properties file(English file).
EXPECTED BEHAVIOR

When user types ' Help me' in Arabic then Help me option need to pick from corresponding chatbot_ar.properties.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Type Help me in Arabic i.e ساعدني
Options are presented in English rather than in Arabic.
