System Is Trying To Create Transaction Even When Transaction Amount Is 0 In Charge Claim Screen (Doc ID 2681546.1)

Symptoms

On : 14.3.0.0.0 version, Implementation Support

ACTUAL BEHAVIOR
---------------
For Transfer Amount 0, the system is creating the cross border transaction and updating the generated reference number in Charge Claim View screen.

EXPECTED BEHAVIOR
-----------------------
Since Transfer Amount is 0 system should not generate the outbound message and hence there should not be any reference number updated in the Inbound Claim View Screen.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maintain the Charge claim Preference as below cases :
  Case1: Limit Amount maintained as zero in the Chage Claim Preferences screen "PXS191PF"
  Case2:Inbound Charge Claim Limits are not maintained in the Chage Claim Preferences screen "PXS191PF"
  Case3:Closed the maintenance record Chage Claim Preferences screen "PXS191PF"
2. Process a Inbound claim transaction.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, system is creating cross border transaction when the transaction amount is 0 also.
