Symptoms

When attempting to view spend transactions,
the following error occurs.

ERROR

1. System cannot process the request currently. Please try later.
2. Trying to insert a duplicate record

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as retail user
2. Go to Personal Finance Management -> Spend -> View Transactions
