ELCM Function Is Not Working "System Error Occured. Contact System Administrator For Assistance." (Doc ID 2681864.1)

Goal

On : 12.0.3 version, Production Support-SET

ELCM Function is not working "System error occurred. Contact system administrator for assistance."

After creating a new environment by cloning the production environment, while querying any ELCM record via function GESFACLT or GEDCOLLT, System displays error "System error occurred. Contact system administrator for assistance." SYSERROR

There was no ELCM log created. But below lines are there on app server log

[2020 Jun17 09:33:16:023]FCJEJBBean.processELCMExtCall-->null or failure response, rolling back the transaction
[2020 Jun17 09:33:16:023]FCJEJBBean.processELCMExtCall-->Exception raised, setRollbackOnly is done
