ACTUAL BEHAVIOR
---------------
Carry forward Cross border outgoing transaction from BO queue getting error as "Transaction is part of a Batch. Transaction level Carry Forward is not allowed"
Actual Result:
On Carry forward transaction from BO queue getting error as "Transaction is part of a Batch. Transaction level Carry Forward is not allowed." Even though transaction is not part of batch
EXPECTED BEHAVIOR

On Carry forward transaction from BO queue should be allowed and moved to warehouse queue for transaction which are not part of batch.
Similar issue is observed in other type of transaction as well like Book Transfer etc.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a cross border outgoing transaction Web Service or Front end.
2. Make sure it moves to Business Override Queue. (Duplicate Amount etc.)
3. Try to carry forward from BO Queue
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot carry forward the transaction
