Unable to create TD account for CIF failing with ST-REC01 Error

 stpks_stdcusac_utils_0 ==>In WOT of fn_validate_cust_acc with: ORA-06519: active autonomous transaction detected and rolled back and trace: ORA-06512: at STPKS_STDCUSAC_UTILS_0

The issue can be reproduced at will with the following steps:
1. Retry customer account creation from STDCUSTD for the problematic CIF and verify
