ACTUAL BEHAVIOR
---------------------
After deploying quarterly patchset 19.2.0.1.0, test email functionality for SMTP configuration is not working.


EXPECTED BEHAVIOR
-------------------------
Test email functionality for SMTP configuration should work.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBDX with Admin user.
2. Navigate to System Configuration->SMTP configuration.
3. Enter details and click on "Test Email" link

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, test email is not sent.

 No changes in the environment, product, account or hardware triggers this problem.
