Limits utilization On Bulk File Upload causes Persistence Exception

The issue is observed for Domestic File Upload of type SDSC (single debit single credit), 'Persistence Exception Occurred' after file upload even though bulk file gets successfully processed .
The persistence exception is observed during update of limit utilization and is observed when corporate customer does first bulk upload on any calendar day.
The issue can be reproduced at will with the following steps:
1. Login into OBDX.
2. Navigate to file upload transaction.
3. Upload a Domestic Bulk file.
