Authorization of Bill contract fails with Error ST-MAN-001 in BCDTRONL (Doc ID 2695136.1)

Symptoms

When attempting to authorize a Bill contract linked with limits
the following error occurs.

ERROR
-----------------------
ST-MAN-001 UTILIZATION AMOUNT CANNOT BE BLANK

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Book an LC Contract attached with Limits
2. Book BC Contract and link the LC contract as LC Reference
3. Authorize the BC Contract and verify if authorized successfully

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot authorize the Bill Contract due to which End of Day cannot be commenced

Changes

 Issue faced only for Migrated contracts , post Upgrade
