When attempting to add a domestic payee for SEPA, after entering the BIC code and clicking the verify button,
the following error occurs.

System cannot process the request currently. Please try later.

The issue can be reproduced at will with the following steps:
1.Login to OBDX application
2. Navigate to Payments-->Manage Payees-->Add Payee
3. Select Account type as Domestic, input the required BIC code and verify
