ACTUAL BEHAVIOR:

OLDTRONL--System not default Waiver preference set at product level to contract
EXPECTED BEHAVIOR:

OLDTRONL--System should default Waiver preference set at product level When create new contract
STEPS:
--------
The issue can be reproduced at will with the following steps:
1. Login to Screen(OLDPRMNT)
2. INTCOM is set as "Default Waiver" in one OL product
3. when creating a new contract system is not defaulting that preference
