Access Denied Error Occurs When Attempted To Open Upcoming Payment Inquiry Screen. (Doc ID 2703268.1)

When attempting to access Upcoming Payments Inquiry page,
the following error occurs.

Access denied.User does not have permission to perform this action.
Access denied.
Virtual accounts rest call is showing 403 status.

The issue can be reproduced at will with the following steps:
1. Login to OBDX application Retail User(issue in both Retail and Corporate)
2. Click on toggle menu navigate to Payments --> Payments & Transfer --> Inquiries --> Upcoming payment inquiry
3. Access denied error occurs.
