User cannot upload DE entries, due to past dates batch details exists in ACTB_ENTRIES_HANDOFF table

DE-UPL28 - This Batch is already used/uploaded. Verification can be done only for new batches


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot reuse the same batch number which were used in past dates.
