Unable To Do Carry Forward Action For Xborder Transaction In Sanction Check Queue (Doc ID 2704481.1)

Symptoms

On : 14.3.0.0.0 version, Implementation Support

When attempting to perform 'Carry Forward' action for the payment from SC Queue.
the following error occurs.

ERROR
-----------------------
“Transaction is part of a Batch. Transaction level carry forward is not allowed”


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new Cross Border transaction from PXDOTONL such that it moves to Sanction Check Queue in Pending status.
2. Proceed with 'Carry Forward' action for the payment from SC Queue.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot perform carry forward operation from Sanction Queue.
