Error Message is Not Presented When User Tries to Perform a Transaction for Which He Doesn't Have a 'Account Access' Privilege. (Doc ID 2704867.1)

No error handling provided by Application when user does not have the account access to the transaction.

Application should display an error message when user performs a transaction for which he does not have account access.

The issue can be reproduced at will with the following steps:

1. Select a user with the following conditions:

1a. ALL the CASA accounts of the user must be given only "CASA Inquiries" Transaction access in "User Account Access" screen

2. Log in with the user account
3. Go to Cheque Book Request screen, you will see that Accounts drop down will not be shown as the user is not given access to this transaction
4. Fill the other fields, and press the Submit button. Nothing will happen and there will be errors on Console.
